The main infrastructure was completed a few years back and include three prison cell buildings (inmate house block), administration building, overhead water tank and watch tower.. For full functioning of the prison, several supporting structures/buildings and facilities such as store, dispensary, proper water supply and electricity facilities are required. UNDP proposes to construct these facilities inside the prison premises in phase II. UNDP Somalia seeks to recruit an Assistant Engineer, who will provide engineering support to the Chief Engineer on supervision and contract management of Gardo works. Objectives of the assignment Support the Chief Engineer and Head of Sub Office to administer the civil works contract to get better quality and workmanship of works. The Assistant Engineer shall be based at Gardo to oversee the phase II construction activity and day to day supervision of civil works contracts in Gardo prison. The consultant shall carryout all supervisory duties, according to the responsibilities and authorities that might be delegated by the UNDP and shall workunder the technical guidance of the Chief Engineer. Scope of work Under the guidance and supervision of the Chief Engineer and close collaboration with the Procurement Unit, the Assistant Engineer will work closely with the Chief Engineer to undertake the following duties: •Prepare and/or review technical specifications, detailed drawings and bill of quantities for infrastructure projects. •Checking the contractors physical works, quality and quantity of works, based on drawings, specifications, notifying the contractor of any defects found and requesting additional testing as considered necessary; •Checking the contractor’s statements, verify the measured quantities of the executed Works and certifying milestone activities and the amounts due to be paid to the Contractor; •Assessing quotations submitted by the contractors for carrying out variations; •Check systematically works progress and collect all data necessary to assess the impact of the work; •Advise on construction methods; and on-site checking, measurement and quality control procedures to be applied by the project, including reporting and corrective actions. Also, prepare a quality control field manual. •Undertake regular on and off the job training to various level of engineers on project management and construction supervision. •Prepare technical reports and technical engineering advise in support of UNDP activities in the area, when requested; •Monitor and certify progress of works according to work schedules indicated in contracts, verify completion rates in order to release milestone payments to contractors, including certification of completion of works on behalf of UNDP; •Performs other responsibilities associated with this position as may be appropriate. •Review the programme submitted by the Contractor for the execution of the Works to establish whether the methods, arrangements, order and timing of the activities are realistic and coherent in relation to the conditions pertaining on the Site. •Prepare and submit weekly reports containing brief description of actual versus planned progress; problems encountered and resolutions; and comments on the quality of work and Contractor performance. The reports shall include physical progress of initial rehabilitation and construction works and data regarding the current financial status of the contract including a comparison of the contract amount and the estimated total cost of completion based on an up-to-date appraisal of actual versus estimated quantities and unit prices as amended. Monitoring and Progress controls The Assistant Engineer shall monitor the progress (both physical and financial) of the civil works contract on day to day basis and report to the Chief Engineer on a weekly basis. In addition, this function shall be monitored by the Chief Engineer at frequent intervals through regular site visits. Final product/deliverable a)Weekly and monthly progress report b)Certification of contractors milestone, payment verification and certification c)Approval of construction materials and works in consultation with the Chief Engineer. d)Best practices, lessons learnt and recommendations for future similarprojects VI: Review/approval time The performance of the contractor will be reviewed on bi-monthly basis to approve outputs prior to authorization of payments. Educational Qualification and Experience •Graduate degree in Civil engineering with at least 10 years Civil Engineering working experience including preparation of design, framing BoQ and site supervision. •Strong written and spoken English. Knowledge of Somali and experience in project management •Excellent knowledge of Auto card, Chief Architect, Excel and Word •Ability and willingness to travel and work throughout Somalia, including remote locations. •Ability to prepare clear and concise reports. •Work experience in conflict/post-conflict country and familiarity with the situation in Somalia - political, socio-economic, government - would be an asset. •Familiarity with UNDP/UN policies and procedures would be an advantage. Other Information The expert will be required to have a personal lap top computer. Terms of Service This is a non-staff contract under the Individual Contractor (IC) modality of hiring of the UNDP. Individuals engaged under an IC serve in their individual capacity and not as representative of a government institutions, corporate body or other authority external to UNDP. The incumbent shall not be considered as staff of UNDP, the UN common system or the government and are therefore not entitled to any diplomatic privileges or any other special status or conditions.
